Home builders routinely buy down mortgage interest rates as an incentive for potential buyers when sales slow down. For example, if the average interest rate is 6%, you may see a builder buy the rate down to 4.99%. Doing so improves the buying power of the potential buyer as the lower rate will either raise their borrowing amount or lower their monthly payment if they do not increase their budget.
